I am in Netherlands. Can I participate "Affiliates Prog" program from my country?

Can I register with "Hosting" for less then a one year hosting plan?

Affiliates commissions will be approved on 20 to 25th of every month, and paid on the 30th of every month, for the previous month's commission.
Why I did not receive my commission payment?
If you have not yet met the minimum threshold commissions that could be a reason. Other reasons, Your commissions or leads have not yet qualified for payment for additional month. Commissions or leads generated in November for example, will be processed on the 20th of December. You have not earned any commissions, the money is in the mail, we have not yet been paid by the Advertisers, or your site has been under investigation for fraud.
